Purchase order instructions

  1. Upon receipt of your quote, please issue and email your purchase order to AngelTrax at quotesandorders@angeltrax.com.
  2. Be sure to include the following in your purchase order: Contract Number DIR-CPO-5281.
  3. To make a purchase, simply issue your purchase order directly to AngelTrax. The DIR contract number must be referenced on the purchase order.

Eligible Purchasers

Defined in Section 2054.003, Texas Government Code, eligible purchasers include the Electric Reliability Council of Texas, the Lower Colorado River Authority, private schools, private or independent institutions of higher education, volunteer fire departments, state agencies purchasing from a DIR contract through an Interagency Agreement, local governments authorized through the Interlocal Cooperation Act, state agencies and political subdivisions of other states, and assistance organizations as defined in Section 2175.001, Texas Government Code.

  • A nonprofit organization that provides educational, health or human services or assistance to homeless individuals.
  • A nonprofit food bank that solicits, warehouses, and redistributes edible but unmarketable food to an agency that feeds needy families and individuals.
  • Texas Partners of the Americas, a registered agency with the Advisory Committee on Voluntary Foreign Aid, with the approval of the Partners of the Alliance Office of the Agency for International Development.
  • A group, including a faith-based group, that enters into a financial or nonfinancial agreement with a health or human services agency to provide services to that agency's clients.
  • A local workforce development board created under Section 2308.253, Texas Government Code.
  • A nonprofit organization approved by the Supreme Court of Texas that provides free legal services for low-income households in civil matters.
  • The Texas Boll Weevil Eradication Foundation, Inc., or an entity designated by the commissioner of agriculture as the foundation's successor entity under Section 74.1011, Texas Agriculture Code.
  • A nonprofit computer bank that solicits, stores, refurbishes and redistributes used computer equipment to public school students and their families.
  • A nonprofit organization that provides affordable housing.

DIR Cooperative Contracts

Cooperative Contracts is a cooperative purchasing program for technology products and services operated by DIR on behalf of the state of Texas. Vendors have responded and been awarded contracts through a competitive bidding process and discounted prices have been negotiated.

Out-of-state public entities are welcome to purchase from DIR under TGC 2054.0565. DIR relies on the Interlocal Cooperation Act, Section 791.025 to document these transactions.

Before purchasing any technology commodity, out-of-state public entities must have an executed Interstate Cooperation Contract. Please view the list, organized by state, at https://dir.texas.gov/it-solutions-and-services/organization-outside-texas/icc to determine if your organization already has an agreement in place with DIR.

  1. Determine if your organization is eligible at https://dir.texas.gov/it-solutions-and-services/customer-eligibility.
  2. Download the fillable form, Interstate Cooperation Contract, at https://dir.texas.gov/View-Contracts-And-Services/Pages/Content.aspx?id=2.
  3. Complete the required sections: information about your organization, governing law and other representations, point of contact, and signature block.
  4. Email the completed form to interstatecontracts@dir.texas.gov.
  5. DIR will review your request. Processing takes 3-5 business days once your request is received.
  6. Once established, you can find your completed ICC at https://dir.texas.gov/it-solutions-and-services/organization-outside-texas/icc.

The ICC allows you to use any DIR Cooperative Contract, so any terms specific to an individual vendor can be addressed through the purchase order process, as long as those terms do not conflict with or detract from the terms of the master contract.
